Are you suggesting that we amend the constitution?
The Governor can line-item veto (blue pencil) anything in the budget.
As it stands, he appears unwilling to effectively use this power to ensure a balanced budget.
Rather, he wants to grow through the process of amending the constitution.
Thus, I would argue he is abdicating his responsibility and attempting to shield himself from any backlash which would come from using the line-item veto.
